Terminology in the Multics paper

Ok, what is a "computer utility"?

And, if you're reading carefully, you'll notice they also use another term for the same thing, "supervisor program".

    My guess is that they are referring to the Operating System as computer utility. I also thought the "supervisor program" to be the kernel mode of execution. (But, now after your post, it makes sense that both these terms might refer to OS).

    Well, the line better operating system and kernel is kind of fuzzy in this paper.
